Project & Operations Manager

Construction and Manufacturing Company (Asphalt and Emulsion) is seeking qualified Project and Operations Manager.  This growing company, which has been around for over 75 years deals in new construction, maintenance services, and manufacturing for road construction projects.

Summary

Project and Operations Manager will be responsible for project management engineering and field supervision from initial bid through project close-out in the Pittsburgh and Western PA area.

Responsibilities

Management of PennDOT, municipal, and commercial projects.  Will supervise and coordinate all activities and employees relating to projects.

Planning and insuring adherence to construction schedules.

Compliance and enforcement with contract documents, codes, legal regulations, and safety programs.

Quality and cost control.  Will act as liaison to the regional manager by providing feedback on estimated labor requirements, materials procurement and placement, and equipment staging and utilization.

Prosecution of work.  Will be responsible for the timely completion of projects while remaining within budget.

Will have frequent contact with trade workers, foreman, estimators, government officials, suppliers, vendors, customers and members of the public.

Qualifications

Must have demonstrated experience in general construction.  Ideally, road construction, maintenance, surface treatments, excavation & grading, concrete & asphalt paving, concrete structures & rehab, storm and Sanitary sewers, waterlines, and a thorough understanding of PennDOT Specifications.

Must be able to plan, allocate resources, manage production and coordinate employees and equipment for multiple ongoing projects at the same time.

Capability to develop project cost estimates Knowledge of local subcontractor market.  Must be able to identify and qualify sub-contractors for projects and monitor performance.

Must have experience in crew supervision to obtain top quality, workmanship, efficiency, communication, commitment, and teamwork.  Strong leadership skills necessary.

Must be a hands on team player, willing to travel.

PURPOSE AND SCOPE:

To contribute to the overall operation of the organizations imaging systems

including: installation, maintenance, troubleshooting and modification.

SPECIFIC PRIMARY RESPONSIBILITIES:

imagining equipment

This position reports to the Manager Engineering Sciences and Certification, and may have first line supervision by Engineering Team Lead.

PRIMARY DUTIES AND RESPONSIBILITIES

The Engineering Specialist – Flammability is responsible to:

  • Support cabin and cargo engineering team in the review and approval of interior engineering flammability data in support of major and minor changes to aircraft type design.
  • Ensure aircraft type design complies with type certification requirements for cabin and cargo material flammability requirements.
  • Generate certification plans and support the creation of compliance statements in support of major projects.
  • Provide solutions to issues arising during certification projects and provide status to Management on these key issues.
  • Cordinate with suppliers during development phase of the equipment to ensure that compliance to requirements are satisfied.
  • Responsible to define the certification requirements to support aircraft modification in accordance with customer’s request.
  • Review and approve internal and vendor test plans and reports, including witnessing testing as required.
  • Ensure that the design can be certified and all the necessary data for test and certification is produced.
  • Provides input and feedback on matters pertaining to certification between equipment suppliers, customers and engineering organizations.
  • Generate reports as required. Reviews and approves supplier’s compliance reports.
  • Create and ensure that the engineering is robust and meets integrated project requirements.
  • Strong liaison with other departments both internally and internationally.
  • Travel required 30% (some international).

EXPERIENCE AND EDUCATION GUIDELINES:

  • BS degree in Engineering.
  • Clear and in-depth knowledge of FAA, European and other Foreign National Authority aircraft certification regulations pertaining to Part 25 cabin interior and flammability requirements.
  • A thorough understanding of the Part 25 certification process (TC & STC), regulations, orders, notices and policies.
  • DER experience preferable but not necessary required.
  • Minimum of 10 years in aviation or 5 years in aircraft compliance experience, specifically cabin and/or passenger to freighter.
  • Ability to write reports, technical memorandums, interface agreements, work statements and requirements documents using good technical English.
  • Ability to effectively present information to customers, both internal & external.
  • Ability to inter-relate with and motivate diverse teams.
